Why did the USA's arms agreement with the USSR during the Vietnam War fail?

During the Vietnam war, the USA signed agreements with Russia (And by any means China) asking for them to stop supplying arms to the NLF, and in return supplying arms so the communist countries could zero in on 'social problems'. But why did these policies fail?
Basically because US still wanted to win the war, by upright means or foul (despite wanting out) but needed to supply weaponry to the south. The detente which outlasted US's involvement in Vietnam was disrupted by USSR's offensive of Afghanistan.
