Traditionally, russian rulers who have a noticed cut down to size in history had a terrible personal trait to kill great number of their people, " for the common sizeable" or similar statements. Ivan the Terrible has killed half of the current russian population , Peter the "Extraordinary" has killed 33% in order to "westernize" his country. And Stalin killed 60 millions in his purges.
Now , Soviet Union had 293 million people in 1991, year of its collapse and it is the same number of people the USA has in todays time , or near it.
Imagine , what manpower would Soviet lands had if there weren't for such great individual tragedies , also inclouding famines and Russian civil war just after WW1.
Numerous talents who haven't survived didn't had a unforeseen to invent or improve anything thus would had a chance.
There wouldn't have been a heatless war then.
