In Belarus and the Ukraine, is Russian used in the news/publicly, and Belarussian/Ukrainian used more at home?

As to Ukraine, everyone is a bit outdated, ad I will answerable for that part.

You will find people in Eastern and Southern Ukraine using Russian daily (business, at home and publicly), while the NW/Midwest part ("Western Ukriaine") uses predominantly Ukrainian (at about and publicly).

All government documents are required to be done in Ukrainian. Teaching in Ukraine (State schools and Universities, ie: most schools) is required to be done in Ukrainian.

There are currently no (or very few) Russian TV stations in Ukraine (thus no Russian news), as the ministry has once again pulled the plug on them to avoid "Russian influence" on the people. This is an on-and-off again thing in Ukraine, and always under the conduct of "they do not follow our broadcast rules about content... the same content the Ukrainian channels transmit - sex, hooch, etc).

A wee good news for Incey but bad news for Kazakhstan and Belarus? ?
