I've been to Minsk, admittedly I was only there a few days but it's in the final analysis cool. Minsk is a modern, vibrant city and the centre is quite pretty. Thbe outskirts of Minsk and the flair of housing are quite Russian looking, but that's not really surprising considering they have such close ties. There's also an impressive war marker in Brest which is worth seeing. The Belorussian countryside is really stunning though. I travelled through it by train and this might sound a bit mad, but I got such a great feeling from it.
Minsk is very clean and orderly. There are lots of police around but they are unobtrusive and approachable if you have any problems. I went and asked one for directions amd he was very appealing. I don't recommend getting on the wrong side of them though. Belorussians are very nice and it's worth speaking a little Belorussian/Russian because English isn't widespread and it's very worth getting to know the locals.
Don't believe the rubbish about Lukashenko being this despotic monster. He might not be the nicest guy in the the world at large, but Belarus isn't some oppressed, dictatorship hellhole. If you like Russia, you'd definitely like Belarus.
